On this page, we will examine civil lawsuits being filed against the Maryland Department of Juvenile Services by individuals who were victims of sexual abuse while inmates at Cheltenham You Detention Center<\/a> in PG County. Abuse of inmates was common at Cheltenham over the years and there are possibly hundreds of former juvenile inmates who were victimized at the facility. Under a new law in Maryland, victims of sexual abuse like this can file lawsuits years later and get compensation.<\/p>\n

February 3, 2025:\u00a0<\/strong>The Maryland Supreme Court has upheld the Child Victims Act of 2023 (“CVA”). The CVA was a groundbreaking new law that retroactively lifted the statute of limitations on all civil lawsuits involving child sexual abuse. The CVA gave victims of child sexual abuse the right to file lawsuits even when their claims had expired decades ago under pre-existing laws. Opponents of the CVA had argued that it violated the statute constitution because it amounted to a taking of a vested property right without compensation. In a close 4-3 decision, however, Maryland’s high court held that the law was valid.<\/p>\n
